    Dublin City Council Welcomes Pathways Financial Credit Union Headquarters Through New Economic Development Agreement

    (Dublin, OH) Dublin City Council has approved an economic development agreement with Pathways Financial Credit Union, a full-service, not-for-profit financial cooperative with 12 branches in Ohio and Kentucky, which will relocate and consolidate its headquarters to the City of Dublin.

    As part of the agreement, the City of Dublin will provide a one-time location incentive grant of $60,000 to assist with the purchase and build-out of their new headquarters, contingent on acquiring property within the City of Dublin corporation limits by Oct. 31, 2025. Additionally, the City has proposed a performance withholding incentive valued at $13,000, based on ten percent (10%) of net new payroll withholdings generated over calendar years 2027 through 2029.

    Pathways plans to transfer 46 employees to Dublin, with a projected increase to 67 employees by the end of 2029. Estimated payroll withholdings from these roles are estimated to be $623,570 over the three-year performance period.

    “Pathways Financial Credit Union’s decision to establish its headquarters in Dublin is a strong endorsement of the City’s pro-business environment and ongoing economic development efforts,” says Economic Development Administrator Luke Fleming. “We’re pleased to welcome them to our corporate community and support their continued growth.”

    Council approved the EDA after a second reading at its meeting July 1, 2025.
